In
keeping the Heartland United Way Mission “to
increase the organized capacity of people to care
for one another” a FLEXIBLE COMMUNITY FUND
DISTRIBUTION SYSTEM is at its core.

The
Heartland United Way has attempted to develop,
install and operate a flexible community fund
distribution system:

Rooted in the support of a partnership with core
agencies forming a stable and reliable service-delivery
system;
- Accountable
to the donor, responsible to people’s needs,
and inclusive of programs to which donors wish to
contribute;
- Respectful
of the donors’ desires to determine the objects
of their gifts (at the community’s options);
and
- Flexible
in its funding capacity so that funds are set aside
for venture projects and longer-term community problem-solving
initiatives.
The
primary responsibility for a flexible community
fund distribution system lies with the Community Investment
Committee. In 1991 The Board of Directors
developed a CITIZEN REVIEW PROCESS whose primary
responsibility is to review, on an annual basis,
the funding requests of local private human service
and health care agencies. Approximately 60 community
volunteers who serve on teams within the Community Investment
Committee conduct this annual review.
